This is an excellent romantic comedy by Rumiko Takahashi, creator of (among other manga classics) Urusei Yatsura and Ranma 1/2.

Maison Ikkoku is a run-down apartment. The manager has had enough of the people who live there, so he leaves... replacing him is Kyoko Otonashi; an exceptionally beautiful young woman... with a past. Godai, a ronin, can't study for his entrance examinations because the other tenants are constantly having parties in his room. He sees the new manager, and falls in lust immediately. Godai, of course, suffers from the Tenchi Syndrome: he can barely approach Kyoko to talk to her!
